Assistant Commissioner, Health Care Administration

This position is with the Minnesota Department of Human Services (DHS). The department helps provide essential services to Minnesota’s most vulnerable residents. While the vast majority of human services in Minnesota are provided by its partners (including counties, tribes, and nonprofits) DHS, at the direction of the governor and legislature, sets policies and directs the payments for many of the services delivered. As the largest state agency, DHS administers about one-third of the state budget. Its largest financial responsibility is to provide health care coverage for low income Minnesotans. DHS is also responsible for securing economic assistance for struggling families, providing food support, overseeing child protection and welfare services, and providing services for people with mental illness, chemical dependency or physical or developmental disabilities.

The Assistant Commissioner of Health Care Administration reports to the Deputy Commissioner of DHS Operations, leads a staff of 717 employees, and manages a budget of $3Billion.


This position will manage and direct the operations of the Department of Human Services Health Care Administration (HCA) overseeing Medicaid payment and provider services, purchasing and service delivery, healthcare eligibility and access, federal relations, benefit recovery, ombudsman and eligibility appeals, the medical director and the behavioral health director so that public policy is developed, priorities are established and programs are implemented in an integrated manner throughout the State.


Responsibilities include, but are not limited to:

  • Participating as a member of the Commissioner’s Executive Management team to develop policies and strategic initiatives
  • Providing managerial and administrative direction to administration division directors and other staff to ensure a positive and inclusive work culture, maximum efficiency of operations, and effective use of resources
  • Designing and directing the development of legislative proposals and initiatives, and coordinating legislative activities within respective administrations
  • Developing and maintaining ongoing relationships with external stakeholders so that mutual needs and concerns are met
  • Counseling and advising the Commissioner on division related issues to support executive decisions that are aligned with DHS goals and objectives


Must be a mission-driven, experienced leader who can embrace the vision and values of DHS and demonstrate:

  • A broad understanding of the policy areas that encompass the administration, and the ability to explain those policy areas and programs to varied clientele both within and outside the department
  • The ability to predict how certain factors or events (such as economic trends, shifts in the role of government, demographic and other changes) will affect DHS’s resource utilization
  • Thorough knowledge of the theory and practice of public and business administration and the practical uses of strategic planning
  • Expert skill in negotiation and conflict resolution; strategic planning and short range project planning; time management; cost-benefit assessment; technical and program evaluation; and budgeting
  • Excellent communication skills, leadership, and delegation skills in order to affect desired changes within the organization
  • Expert knowledge to plan, organize, direct, implement, and explain complex programs and practices involving human services issues, delivery systems, funding mechanisms, and the roles and authorities of federal, state, and local governments

Salary Range: $103,084 – $147,579 annually
